THE OPPORTUNITY
Under the leadership of the Program Director, the Senior Manager, Project Quality & Impact is a member of Crossroads’ Program Department and plays a key role in providing leadership, vision, and operational direction for a portfolio of international development and cooperation projects. They manage a team in Canada to effectively implement high quality institutional projects aligned to Crossroads’ program strategy focused on a gender holistic transformative approach. They are accountable for the successful planning, monitoring, implementation and reporting of Crossroads projects to meet donor compliance requirements. The Senior Manager, Project Quality closely collaborates with and provides guidance to Crossroads’ offices in Africa through its representatives and project leads.
This position is responsible for high performing program and project management staff, including Program Managers and Project Officers. They enable project leads in Canada and Africa to effectively oversee project teams and collaborate in a matrix environment with their program, finance, communications, and philanthropic colleagues across the organization. A key people leader, the Senior Manager, Project Quality & Impact is a role model for their staff and colleagues, responsible for guiding, supporting, and developing their team members to achieve project goals in an efficient, timely and rigorous manner.
The Senior Manager, Project Quality & Impact ensures quality control of the project management cycle at all stages, from start-up to closure, including annual planning and reporting, monitoring, and evaluation. They support managers and senior project officers in the improvement and development of project management tools. The incumbent also supports thematic analyses related to Crossroads’ holistic gender transformative approach and promotes innovation in project management. They ensure the effective management of local partnerships and the development and management of partnerships in Canada for the programming aspect of projects.
HOW YOU WILL MAKE AN IMPACT
Management of Institutional Project Portfolio (70%)
- Supervise the yearly planning, monitoring, and reporting of institutional large-scale projects which includes the Volunteer Cooperation Program, other current large-scale projects and new initiatives that would be added to Crossroads’ portfolio, through projects leads in Canada and Africa.
- Ensure the overall financial planning and monitoring of institutional projects.
- Lead the development and improvement of project management cycle tools.
- Support the deployment of the project monitoring, evaluation, and reporting software platform to all projects.
- Support the development and revision of project thematic conceptual frameworks and program policies related to Crossroads’ holistic gender transformative approach (e.g., gender-based violence, access to justice, women’s economic empowerment, gender and climate change)
Project Partnerships (20%)
- Coordinate the strategy for the development and management of partnerships with local organizations in Canada to support the programming of activities within projects.
- Support the management of local partnerships in Africa through project leads in Canada and Africa.
Program Development and Funding (10%)
- Collaborate with the Manager, Institutional Funding Development in the development and renewal of new large-scale project initiatives.
- Lead the inception of new large-scale institutional project initiatives.
WHAT YOU WILL BRING TO CROSSROADS
- Significant senior management experience in implementing development programs, including in developing countries, particularly sub-Saharan Africa.
- Experience and commitment to promoting gender equality and implementing gender transformative programs.
- High level of demonstrable leadership, strategic and operational management skills – including people leadership and coaching of multi-disciplinary, cross-cultural teams.
- Previous experience managing Global Affairs Canada funded projects and those of other major institutional donors.
- Significant experience working at all levels of the project cycle including the following: design, delivery, reporting, evaluation.
- Demonstrated ability to develop and manage project budgets of significant size and scope.
- Demonstrated knowledge, expertise, and passion for International Development with a focus on quality programs; in particular, an understanding of current trends, opportunities and challenges facing the sector.
- Graduate university degree in a relevant field (international development, social services, business administration, economics, etc.) or equivalent experience.
