THE OPPORTUNITY

The Senior Project Officer is a member of Carrefour’s Programs department and reports to the Senior Manager, Project Quality and Impact. Working part-time, their responsibilities are dedicated primarily to supporting the implementation of the IMAJE project — Multisectoral Initiative for the Future of Youth in the Green Economy in Senegal — funded by Global Affairs Canada (GAC). This responsibility includes planning, mentoring, and providing technical support to the project team based in Senegal, compliance, and project monitoring and evaluation. The incumbent will also support the implementation of certain actions under the organization’s Project Quality and Impact strategic plan. Should additional projects be added to Carrefour’s programming, this role could be reviewed and potentially converted into a full-time position.

 

For the IMAJE project, the incumbent will work closely with the Senior Manager, Project Quality and Impact (based in Canada), the IMAJE project team, and in coordination with the Regional Representative for West Africa (based in Senegal). In this capacity, the Senior Project Officer is responsible for supporting the monitoring and compliance with all contractual terms — on one hand, of the Contribution Agreement signed by the consortium (Fondation Paul Gérin-Lajoie, Carrefour International, and Développement International Desjardins) and Global Affairs Canada (GAC); and on the other hand, of the consortium agreement signed between the aforementioned partners, of which Fondation Paul Gérin-Lajoie is the lead. The Senior Project Officer’s functions will focus on technical support and guidance for the project’s operational implementation in Senegal, through support provided to the project team, and will assist the Senior Manager, Project Quality and Impact in the strategic and partnership management of the consortium, in a complementary capacity. The incumbent ensures that cross-cutting gender- and human-rights-based approaches, along with results-based management (RBM) best practices, are integrated into project implementation.

IMAJE Project Management

  • Ensures monitoring and mentoring of the project team based in Senegal:
    • In the operational implementation of Carrefour International’s (Carrefour) components under the IMAJE project;
    • In close collaboration with the Senior Manager, Project Quality and Impact, in developing the components — to be submitted to the consortium — related to annual work plans and other overall project planning documents, as well as developing internal work plans for implementing Carrefour’s components under the project;
    • With support from the Senior Manager, Project Quality and Impact, for monitoring activities, progress on results, and achievement of project objectives in the field (possibility of traveling to Senegal for monitoring missions if context requires it);
  • Collaboratively supports the development, review, and monitoring of the project’s key deliverables, notably annual work plans and narrative, operational, and results reports, in collaboration with the field team, technical specialists, and consortium members, and contributes to their technical quality prior to internal validation and submission.
  • Coordinates the technical support needed for project implementation, particularly regarding Gender Equality and Inclusion (GEI), Monitoring, Evaluation, Results and Learning (MERL), and advocacy, and serves as liaison between the field team and Carrefour International’s technical resources.
  • Ensures sound financial management of the project, in collaboration with the project’s Administrative and Financial Assistant in Senegal, the Senior Manager, Project Quality and Impact, and with support from the finance team in Canada; in this regard, ensures compliance with GAC requirements and Carrefour’s financial and accounting standards and procedures, contributes to budget forecasts and revisions, as well as specific requirements related to the consortium agreement;
  • Ensures operational coordination with the consortium and key project stakeholders, participates in relevant meetings and working groups, and contributes — together with the Senior Manager, Programmatic Quality and Impact — to managing relations with the consortium and GAC.
  • Guides, when necessary, the project staff recruitment process, in coordination with Human Resources, Carrefour International specialists, and relevant consortium members; contributes to defining positions, the selection process, and onboarding of new employees.
  • Contributes to monitoring results, learning, and evaluation of the project, notably through analysis of activity and results progress, identification of required adjustments, field monitoring missions, and coordination of the final evaluation process with the relevant teams and specialists;
  • Represents the project and supports management of partnership relations with GAC and the consortium, jointly with the Senior Manager, Project Quality and Impact;
  • Ensures monitoring of the project’s communication plan, the quality of the project’s communication materials, and compliance with Carrefour’s standards and procedures agreed upon within the consortium, as well as GAC’s visibility requirements;
  • Coordinates planning and recruitment of volunteers associated with the IMAJE project, in collaboration with the Volunteer Mobilization team and the project team in Senegal, and contributes to defining mandates, selection, pre-mandate preparation, and volunteer monitoring;
  • Graduate-level university education in a relevant field (women’s/feminist studies, youth studies, environmental studies, social sciences, project management, international development) or equivalent experience
  • PMP certification an asset;
  • Minimum seven (7) years of experience in international development, including 5 years in development project management (per RBM standards) — field experience in one or more sub-Saharan African countries an asset;
  • Recent experience managing development projects funded by Global Affairs Canada;
  • Demonstrated skills in managing development projects in one or more of the following thematic areas are an asset: gender equality and inclusion, youth socio-economic empowerment and entrepreneurship, green economy, advocacy, and citizen participation in government bodies;
  • Knowledge of issues related to gender-based violence, inclusive approaches, social cohesion, inequalities between women and men, and the rights and leadership of women and girls in sub-Saharan Africa;
  • Excellent oral and written communication skills in both French and English;
  • Analytical mindset, attention to quality work, and ability to manage time and priorities.
