CONTEXT

Crossroads International is an international cooperation organization working to reduce poverty and promote the rights of women and girls worldwide. Supported each year by Canadian volunteers, Crossroads International works in partnership with local organizations in 11 countries, to contribute the skills, expertise and resources, required to enable populations to overcome poverty and defend their rights.

Newly present in Ethiopia as part of the 2020-2027 Volunteer Cooperation Program funded by Global Affairs Canada, Crossroads international will work in partnership with local organizations in Addis Ababa, namely Network of Ethiopian Women’s Association (NEWA), Eshet Children and Youth Development Organization (ECYDO), PROGYNIST and Authority for Civil Society Organisation (ACSO).

KEY DELIVERABLES:

As we are opening new operations in Ethiopia, we are seeking to develop a better understanding of the country’s complex security environment and create context specific risk assessment for Addis Ababa.

Under the supervision of the Regional Representative for East and Southern Africa based in Dar Es Salaam (Tanzania) and the Crossroads International Security Officer based in Montréal, Canada, the contracted security consultant in Addis will be responsible for the following tasks:

  1. Security Asset, Threat and Risk Assessment
  • Develops a thorough understanding of the threat environment.
  • With the guidance and tools provided by Crossroads, conduct a Security Asset, Threat, and Risk Assessment for Addis Ababa. Identifies sources and drivers of risk and its impact to achieving program objectives.
  • Upon risk assessment findings, issue a risk management action plan on safety and security measures to be taken by the organization for a safe program implementation.
  1. Participate in the elaboration of a security map of Addis Ababa.
  • Based on Crossroads safe housing criteria’s, create a map of safe neighborhoods and issue context specific recommendation measures for safe accommodation in the city.
  1. Participate in updating the security guide
    • Help revise and update information on local security context
    • Help create and test country contingency plans

qualifications

  • Bachelor’s degree (or equivalent) in a relevant field, advanced degree preferred.
  • 3+ years of relevant professional experience, including experience with Ethiopian security forces and private security or project management.
  • An acute understanding of risk management, community acceptance and low-profile security management
  • Experience and/or an understanding of conflict dynamics and integrating conflict sensitivity into programming interventions
  • Personal and professional network within Ethiopia, with a developed understanding of the Ethiopian context, interaction with Ethiopian and international security forces and government.
  • Strong analytical and presentation skills verbally and in writing, with a demonstrated ability to communicate in English and Armoric clearly, concisely, and effectively with security staff and non-security staff alike.
  • Applied Microsoft Office skills, including Word, Excel, OneDrive, Outlook, PowerPoint, Teams, and/or SharePoint.
  • Prior work experience in Ethiopia.
  • Professional proficiency in writing, speaking, and reading English is required.

SELECTION PROCESS

The consultant/firm or design office must submit an application file comprising a technical and a financial offer.

The technical offer will include:

  • An understanding of the terms of reference
  • The proposed approach and methodology for carrying out the risk assessment
  • A detailed schedule of activities and deliverables;
  • A detailed and updated CV(s) of the consultant team with their references.
  • A financial offer will indicate the various costs of the service provider.
  • If applicable, references on similar work carried out.
