The POSITION

The Volunteer Mobilization Officer – Human Resources Lead (VMO-HR) is an integral part of the Volunteer Mobilization Team. The incumbent brings hands on experience in human resource administration and volunteer management, plus is a fast learner and has a good balance of analytical and problem skills, combined with creative thinking. Reporting to the Manager, Volunteer Mobilization, the position provides cross-functional support across the organization for the human resource (HR) elements related to volunteer mobilization and engagement. Fluency in English and French is required. This person will contribute to a growing volunteer cooperation program that is reducing poverty and advancing equality for women and girls in some of the world’s poorest countries.

The incumbent will be responsible for the ongoing review, development and staff capacity-building on best practices pertaining to HR policies, systems and procedures for Crossroads’ volunteers, as well as for Crossroads’ staff and international partner organization who are part of the volunteer engagement cycle. Primarily, they will be responsible for ensuring that all volunteer documentation, including, but not limited to Volunteer Agreements, and Manuals are up-to date, reflecting contractual obligations, legal requirements, duty of care considerations, Crossroads’ organizational policies, as well as the organizational values.  They will further lead the development and implementation of the volunteer performance management process and volunteer recognition strategy to ensure that Crossroads is at the forefront of international volunteering. As a member of the Volunteer Mobilization Team, they will work with other team members as the HR lead to strengthen volunteer recruitment and on-boarding processes, tools and documents and ensure alignment with Canadian legislation in relation to volunteer management, as well as Crossroads’ organizational policies and approaches.

The incumbent will also be responsible for volunteer recruitment across a portfolio of countries including the recruitment, selection, on-boarding, and debriefing of Canadian and international volunteers who will undertake capacity-building mandates with Crossroads’ local partner organizations in 11 countries of operation in sub-Saharan Africa. As a member of the Volunteer Mobilization Team, the Volunteer Mobilization Officers are responsible for the implementation of the volunteer recruitment strategy aimed at attracting a diversity of qualified candidates from across Canada as well as internationally who have the skills and experience identified by Crossroads’ partner organizations. Part of the strategy includes the identification of and relationship building with recruitment partner organizations in Canada, including civil society organizations, academic institutions, and private sector entities.

 

Main Responsibilities

The following main responsibilities are indicative only and may change over time:

 1. Volunteer Human Resource Documentation and Capacity-Building (40%) 

  • Ongoing review, strengthening and development of volunteer documentation, including agreements, policies, and guides;
  • Ongoing review, strengthening and development of documentation for Crossroads’ staff involved in the volunteer engagement cycle;
  • Ongoing review, strengthening and development of documentation for Crossroads’ partner organizations involved in the volunteer engagement cycle;
  • Build organizational capacity and provide on-going support to Crossroads’ staff and partner organizations involved in the volunteer engagement cycle;
  • Contribute to the digitalization and on-line accessibility of volunteer documents.

 

2. Volunteer Performance Management and Recognition Strategy (30%) 

  • Lead in the development, implementation and continual strengthening of a Volunteer Performance Management System for use by Crossroads’ staff and partner organizations involved in the volunteer management cycle;
  • Develop strategies and tools to integrate volunteer learning and development in the Performance Management System in keeping with Crossroads’ focus on continuous learning;
  • Lead in the development and implementation and continual strengthening of a volunteer recognition strategy for use by Crossroads’ staff and partner organizations involved in the volunteer engagement cycle.

 

3. Volunteer Recruitment & On-boarding (25%) 

  • Support the strengthening of volunteer recruitment and selection processes, especially those which support the recruitment and selection of a wide-diversity of volunteers;
  • Develop strategies and tools to integrate volunteer learning and development in the recruitment and on-boarding of volunteers;
  • Collaborate on the development and implementation of volunteer recruitment strategies based on recruitment and programmatic annual objectives;
  • Develop and maintain relationships with organizations, businesses and institutions for the recruitment of qualified volunteers in-line with programmatic needs;
  • Lead the selection and on-boarding of qualified volunteers for a portfolio of international volunteer mandates (in-person or virtual) in coordination with Crossroads’ staff in Africa and international partner organizations;
  • Collaborate in facilitating pre-mandate training sessions and debriefing sessions for volunteers;
  • Contribute to the strengthening of the volunteer training curriculum;
  • Promote excellence and best practices in volunteering within Crossroads International to continuing building a reputation for excellence in volunteer recruitment and retention;
  • Participate in the development and implementation of the volunteering annual operational plan to further advance volunteering and best practices.

 

4. Other Duties as Required (5%)  

  • Support organizational goals and objectives as part of the strategic and operational plans, including promoting the living out of Crossroads’ organizational values;
  • Serve as a champion for diversity and inclusion integrating strong practices within the VMT and supporting organizational initiatives;
  • Contribute to the ongoing emphasis of process improvements, including current projects within the Volunteer Mobilization Team, and across the Program Department


QUALIFICATIONS

  • Post-secondary degree or diploma in Human Resources, Business Administration, Volunteer Management (or equivalent)
  • Working towards CHRP designation (or equivalent)
  • Minimum of two (2) years HR administration experience
  • Minimum of 2 years of experience in volunteer recruitment and selection
  • Experience with recruitment, selection and on-boarding approaches and practices that promote and support diversity and inclusion in volunteering
  • Strong training and facilitation skills
  • In-depth knowledge and experience of volunteering, ideally international volunteering
  • Overseas experience, particularly in one or more of Crossroads’ countries of operation a strong asset
  • Previous experience working with Volunteer Cooperation Programs funded by Global Affairs Canada a strong asset
  • Previous experience within a not-for-profit environment is an asset; interest in international development and/or volunteer organizations preferred
  • Proficiency in Office 365
  • Bilingualism (French and English) required
