Main Responsibilities
- Co-develop, review, and operationalize PSEA policies, codes of conduct, and SOPs
- Conduct regular PSEA trainings, inductions, and refresher sessions
- Establish and manage confidential complaints and reporting channels
- Conduct safeguarding and SEA risk assessments across projects
- Coordinate safe referrals, response actions, and follow-up
- Support partners to adopt and implement PSEA standards
- Maintain PSEA case records, incident logs, and compliance reports
- Document lessons learned and preventive actions
- Mainstream PSEA across all project phases
Qualifications
- Undergraduate University Degree (or equivalent) Master’s University Degree (or equivalent) in related fields
- At least 3 years of work experience
- Strong knowledge of PSEA, safeguarding, and child protection principles.
- Proven experience in implementing safeguarding or PSEA systems in NGOs.
- Ability to design and deliver PSEA training and awareness sessions.
- Strong understanding of survivor-centred, rights-based, and ethical response approaches.
- Knowledge of complaints handling, confidentiality, and case management protocols.
- Strong documentation, reporting, and compliance skills.
- High integrity, discretion, and professionalism.
- Familiarity with donor safeguarding and PSEA compliance requirements.
- Experience working in SGBV, child protection, or humanitarian settings.
- Knowledge of Ugandan legal and policy frameworks related to safeguarding.
- Experience supporting partners and community-based organisations.
- Strong facilitation, communication, and mentoring skills.

Crossroads International will engage Canadians, Canadian stakeholders, Crossroads staff and volunteers, local partner organizations and women and men in sub-Saharan Africa to become Gender Equality Champions both in Canada and overseas.
The Volunteer Cooperation Program (VCP) aims to reduce gender inequalities and alleviate poverty by addressing gender-based violence, inequalities in access to resources and economic opportunities, and barriers in exercising strategic forms of choice, voice, and influence.

Description the volunteer mandate
The PSEA Officer will be accountable for strengthening the Prevention of Sexual Exploitation and Abuse (PSEA) systems and practices within Rape Hurts Foundation, ensuring that all programs, staff, volunteers, and partners uphold the highest standards of ethical conduct, safeguarding, and accountability
As an organisation working directly with survivors of sexual and gender-based violence (SGBV), children, and other vulnerable populations, RHF operates in high-risk environments where power imbalances may increase the risk of sexual exploitation and abuse. The growing scale of programs, partnerships, community outreach, and donor-funded projects has intensified the need for a dedicated PSEA function to prevent harm, manage risks, and reinforce trust with beneficiaries, donors, and stakeholders.
The PSEA Officer mandate is justified by increasing donor, regulatory, and ethical requirements for strong safeguarding and PSEA systems. Many funding partners now require demonstrable PSEA policies, reporting mechanisms, staff training, and survivor-centred response procedures as a condition for funding. This role ensures organisational compliance with international safeguarding standards while embedding PSEA principles into everyday operations.
The PSEA Officer will lead the development, implementation, and monitoring of PSEA policies, codes of conduct, reporting and complaints mechanisms, and response pathways. By ensuring safe, confidential, and accessible reporting channels, the officer will strengthen accountability to survivors and communities while protecting whistle-blowers and complainants from retaliation. In addition, the PSEA Officer will build staff and partner capacity through continuous training, awareness, and mentoring, promoting a culture of zero tolerance to sexual exploitation and abuse. The officer will also support safe recruitment, partner due diligence, risk assessments, and safeguarding mainstreaming across the project cycle.
Overall, the PSEA Officer mandate is essential to safeguarding RHF’s beneficiaries, protecting organisational integrity, ensuring donor compliance, and reinforcing RHF’s mission to provide safe, ethical, and survivor-centred services
Eligibility criteria

- Be a Canadian Citizen or permanent resident of Canada.
- Willing to conduct fundraising and public engagement activities before, during and after the placement
- Share the commitment of preventing and addressing sexual misconduct
- In good physical and mental health (medical examination required)
- The volunteer needs to bring their own computer.
- The volunteer must be available to attend an online pre-departure training.
Personalized support before, during and after the mandate provided by an experienced and welcoming team. The Crossroads’ experience includes the following:
- Daily living allowance (depending of the country of assignment)
- Plane ticket and local transport
- Pre-assignment online training.
